Arcade screen image no good...please help

Any idea's if this is a chip issue or monitor issue?

The game is a Pacman Bootleg called Hanglyman

looks to be the brightness or contrast or both..  this is a monitor problem...

the missing and other odd stuff would be a pcb problem..

get pics of the back of the monitor for an id on it and further help.

Unfortunately being its a BL board, you're not gonna find much help online with specific tech repair help like an authentic board has.
