Kind of a broad question... no emulator requires a set number of buttons. It's the individual games that make these demands.

If you're limited to seven buttons (does that include any start buttons? coin buttons? is there a keyboard handy?) you've good up to about SNES (if you don't need "select.") You're limited with Colecovision, Intellivision and Jaguar games that need a keypad to play (I know that's all of 'em for Coleco, the keypad starts the game.) PSX and newer consoles: you'll have a bit of limitation.

What exactly are you looking to play? Start with that.

7 is all you need.  (not counting start ect).  That 7th button would just be an option for a "run" button in the mk games and a 4th button on your bottom row for neo-geo.

Any game that requires more than 7 is going to need analog controls to play, which is irrelevant for an arcade control panel. 

Also if you were planning on a 4 player setup (btw do NOT plan on that... totally not worth it) player three and 4 only need 4.  The higher the number of players, the fewer buttons used.  That for the most part applies to boht consoles and arcade games.

I am going with 8, only because I will be playing my PS3 and xbox 360.

Thanks all I will use a 7 button layout for my controller. I'll be  using separate buttons for admin, coin and player starts.
