I don't know if this is against the rules, but if it is let me know and I'll edit the question out next time I look at this, or if it gets deleted whatever, anyway:

What is the file c71.bin?
Can I obtain it, or do I need a physical hardware device?
Possibly against the rules part:  Does anyone know where I can get it if I can?

It's a software dump of a hardware ROM. You don't need the physical device, you need to find the "rom collection" or "game" that it belongs to.

Possibly against the rules part:  Does anyone know where I can get it if I can?

  Yeah, that's against the rules.  You need to be in the circle of trust. Or have money.
