Actually I have a copy of the scientific journal "The Journal of Irreproducible Results" in which they studied just this problem.

They took a bunch of guinea pigs, and bleached their hair blonde.  They kept bleaching them whenever they showed "roots" and after a while started chopping their brains up to see what sort of damage the heavy exposure to peroxides did.  (They bleached the pigs by immersing them up to their faces.)

The upshot of the study was that heavy, repeated exposure to peroxides *does* in fact cause brain damage.  Thru some mystical math stuffs, they figured out that a human would lose about 1/4 of an IQ point every time they bleach their hair.

Bear in mind that this is the same journal that published the paper called "The sharp compression of the testicles of an anesthetized cat with a reflex hammer produces a frenzied response"

I'm not currently with a bleach-blonde woman, but I've been with/known a number in the past.   I voted no because it's not the bleaching that affected their brains.  They just found that life was much kinder to them if they were dumb and blonde than when they were dumb and brunette.

I think the following may suggest an overall gender-free blonde issue:

This blonde dude gets home early than usual and he hears these noises coming from the bedroom. He runs upstairs and finds his wife in bed, naked, sweaty and breaths heavily.

"What happened ?", he asks, worried.

His wife says "I'm having a heart attack"

Immediately he runs downstairs and as he grabs the phone, his four year old son comes running and yells "daddy! daddy! uncle Jack is hiding upstairs in the closet and he's not wearing anything!"

The man hangs up the phone, flies up the stairs again, passes his screaming wife, rips the closet doors from it's hinges, and guess what... his brother lies naked on the closet floor.

"You son of a b#$ch !", he screams at him, "my wife is having a heart attack and you're running naked around the house scaring the kids ?"  ;D
