I think it was Flamenko in the arcade Punch Out, but many names were changed in Mike Tyson's Punch Out for NES.  For example Vodka Vodvinski became Soda Popinski.

It's definitely Don Flamenco... on the NES you could beat him with just Left, Right, Left, Right repeatedly.
