So K7000 p538 25 inch is a bit of a beast, I started off with a Image like this. Since then I have done a full cap kit, no change. The B voltage is 130, Originally my pin 6 on my IC3 was reading 30v, so I swapped out the IC2 from another board (not sure if the IC2 was fully working) and now have 16 volts on pin 6 on the IC3. I also swapped out IC3 with another spare I had and same issue. Tested Resistors 90 and 91 both are exactly what they should be. The 50/60 pot shrinks the image and expands the image when I adjust it, but the fold stays. Does anyone have any suggestions as to where I should go next? I am thinking about ordering new IC2 and 3 to see if that makes a difference.

I know you said you've done a full cap kit, but this looks like classic vertical stage electrolytic caps failing. I'm no expert on K7000 specifically but I expect there's only one or two caps near the vertical IC to check. After that the IC(s), which you're already checking, and follow the power supply back to source.

When I got the cabinet, the board looked like it had new caps (last 5 years or so) but I did a cap job anyway as a launch point. I can say at this point I am 99% sure it is not a cap issue. I did take used IC2/3 off another board to test but had the exact same symptom. I replaced the cap right behind the 50/60 pot. I have 24 volts on pin 6 now, but the image won't expand to the top 3-4 inches of the screen it just squishes. I am thinking about doing a pot kit next to see.

Before you go replacing stuff, Maybe grab some Deoxit spray (or whatever they call it) and give the pots a squirt and a twiddle.

Replaced C48 again, no change, Cleaned the pots with 91% alcohol, no change. I did measure R104 (ceramic resistor) its rated at 15 ohms, but is reading 8 ohms. I have ordered a replacement for that and will swap it out shortly too.

Do you have 24V on pin 3 of the vertical IC? You want to have 24V on the anode (=IC3 pin 6) but also on the cathode (=IC3 pin 3) of D25.

I have 25v on pin 3 and 6. What is this odd space under c52 that is empty, says c68.I tried searching that cap number but could not come up with anything. Diode is also fine.

C68 is populated when IC3 is an LA7831 (across pin 4 and the negative of C50). See the schematics of the 25K7000. What's your IC3?

IC3 is a LA7833 I was swapping in a la7831 from another board. It had the same issue but I did not try moving the the leg of c52 to the 4th pin when I changed the IC3 chip out as highlighted here https://forums.arcade-museum.com/threads/25-k7000-vertical-oscillation-foldover-and-super-hot-ic3-repair.553969/, but I did try moving the c52 leg to pin 4 with the LA7833 and it was a full collapse when I did that. Maybe I should try a new LA7833?
