Dodgy Marquee

Hi
I have a fully working jamma cab with but one major problem.
The piece of acrylic (or something) that covers the strip lightbulb on the marquee appears to have gone seriously wrong. The acrylic was painted black from the inside and the paint appears to have melted. Is this replaceable? Can i just tear it out and replace the acrylic?
Also the retard who i got it off decided it would be a fantastic idea to fix a crack in the control panel with Bathroom tile filler. Can i do anything about this without replacing the whole control panel?

Yeah just get 2 piece of plexi glass,have kinkos print a marquee for you,sandwich the picture betweek to plexi glass and mount with the retainers you already have.I also recomend you replace the panel too.
