33"monitor

hi everybody
i have a ridge racer (namco) with a 33"nanao monitor. sound is ok but nothing in the screen. all fuse of the chassis ok,but the relay in the supply board close and open rapidly
please give me (a new member of this forum)some ideas to solve this problem.the pictures of the supply pcb were attached
