Picked up a HOGAN'S ALLEY and COMBATRIBE cabinet's last Friday.

The HOGAN'S ALLEY has some kind of special power supply?

Your picture shows a modern "peter Chou" style switching supply in the Hogans cab. That was never included in an original Nintendo conversion kit. It would have had a Nintendo Popeye power supply assembly which mounted to the brackets on the gameboard's metal cage. It appears your game cabinet has been hacked up from the original Nintendo kit. The kit was never intended for a Galaxian cabinet anyway---only for Pac & Ms. Pac cabinets.
It's been so long since I put this together I don't remember where the special power switch was put (I think it was on a bracket inside the cabinet near the transformers). Anyway, make surre all the cabinet (white) safety interlock switches are closed AND the power switch on top of the cabinet is turned on.

Today i hooked up the HOGAN cab's monitor power supply cord,
To my COMBATRIBE's monitor. (which was still in the COMBATRIBE cab)
Made sure all 3 switches were turned on the HOGAN cab as suggested by
MonitorGuru.
And BAM !!! HOGAN'S ALLEY showed up on the COMBATRIBE monitor.
Then confirming that the HOGAN"S ALLEY monitor in the cab is BAD!

Great, well not GREAT, but at least we know your monitor doesn't work at the moment.
If learning monitor repair isn't your thing then simply make the post I suggested on RGVAC to get a working one.
