Only way to support 100% 15KHz is ArcadeVGA. Otherwise, you have to keep monitor off (or use JPAC) during boot.
As far as general support (after boot), Advancemame will do it (DOS). It supports many video cards.
Trident Blade T64 will do it even in Windows.
Powerstrip will do it in Windows for supported video cards.
If you are tech savvy and like a challenge, use one of the non-ArcadeVGA options (I did with Advancemame). Otherwise, buy an ArcadeVGA and be done with it
