Hoax.

Based on a true story, but the implication that "Billy" was shot by someone who "fled to Russia" to do it is pure bull.

I'm with Samstag on this one.  If this were a real news story there would have been mention on where he was shot, if he survived, you know, the stuff people WANT to hear about!
If there's bees in the trap I'm catching em
By the thorax and abdomen
And sanding the stingers down to a rough quill
Then I dip em in ink, and I scribble a bit
But if it they wriggle then I tickle em until they hold still
Lemme say it again
In my land of pretend
I use bees as a mf'n pen

Ah, pity that. Guess wishful thinking clouded my better judgement on this one. Still, if its based on a true story, then thats a start.

Hokey story, but the scenario makes for great morality/law debates.

For example, if I programmed my computer to randomly log on to his website and fire a shot in a random direction, and Bill got shot, am I guilty of murder, manslaughter, negligence or nothing?

Consider that:
A. Bill set it up, so he knows the risks?
B. Bill was aware that people could log in any time and fire, so why was he in the way of the bullet?
C. Does the fact that my computer program decided when and where to shoot absolve me of responsibility in his death?
etc

NO MORE!!

For those who didn't know this infact is based on a true story to a point.

It was on the daily show a little while back.  This guy has a high powered rifle linked to the internet where disabled people can "hunt" for a price.  They poked fun at the whole idea and the creator/owner as they always do on the daily show.  There was even a part where the female reporter (can't remember her name) was sitting at a computer clicking randomly asking the guy if she hit anything... Good stuff!

but you would be responsible for "controlling " the weapon that caused his death. murder 2, manslaughter if your lucky.

Under Irish law you would probably be tried for manslaughter, as you caused the death of a person but it was not pre-meditated.

under us law i do belive it would be negligence

Definition:       [n]  (law) recklessly acting without reasonable caution and putting another person at risk of injury or death (or failing to do something with the same consequences)
