i'm guessing he's not so much a scum-bag, but derranged. it sounds like something a mentally ill person would do. a scum-bag would normally be someone who is in charge of his faculties...

Only a matter of time we hear about them "skimming the til" just wait and see, it happens everytime a big relief effort is put together like this.
