screen waving like a flag only when cold

My K7191 25" WG monitor waves like a flag a bit when cold.  And just the windows Desktop (I'm using an arcadeVGA) looks kinda fuzzy, but only when cold.  When it warms up it looks fairly good.  When cold games look OK, but it's just the windows  desktop that looks fuzzy, around the edges kinda gets better in the middle.

  She takes about 30 - 45 minutes to warm up and the flag waving and fuzzyness goes away.  

  Do I need a cap kit or is that the high-voltage compnent that's on it's way out?
