Looks pretty good, but when I try to get the "pacman" layout, it doesn't work. It seems that Puckman is the parent to pacman and that is what's in the controls.ini. Maybe you could try finding the parent rom's info and displaying that if the child rom doesn't exist?

I thought about that but am not sure how "Authentic" it would be. Some of the wording or controls could have changed or may be different. I'll see what others think. Maybe an option to enable or disable?

While working with it, I noticed a couple of problems:

1. When useing the configuration wizard, hitting back at certain points causes the program to error out.
2. When loading a file with rotated text, it doesn't always (never?) load correctly.
3. It would be nice to show games that can be played in cocktail mode the definitions of the controls on each side
4. You should be able to have multiple copies of each label
5. You should be able to individually flip labels.

Well, if I make the text vertical, save, exit, reopen it, and open my layout the text isn't rotated vertically to the left, but the normal horizontal.

I have some pinball buttons on the side that are mapped to the same button as some on the main panel.

Some people with the franken panels probably have something like this as well.
Raspberry Pi, AttractMode, and Skeletor enthusiast.

It would be nice to have the program run as a batch process to create control panel images. That way it would mesh well with the work I'm doing on displaying control panel images within MAME when pause is pressed.

Just about to install this and check it out.  You might want to change the .net hyperlink to http://msdn.microsoft.com/netframework/downloads/updates/default.aspx as the link in the installer is no longer valid.

That's because xp service pack 2 includes the .net framework, which is a good thing as people always forget to download it. :)
