Sega Model 2 "emulator.exe" Wont launch anymore!

Please help.
What it does do is when its manually started the main emu window appears for a second then closes immediatley.
before i can even get to rom seletion screen.
It creates no log or "emulator.ini" if i remove it. (its backed up)

It works fine on my laptop.
All the big emulators work on the cab, mame demul, modeler, zinc over 50 others

I currently have 2 screens hooked up to my cab, 1 is just for admin use (tweaking) but it gets turned off (by manual means either powered off, disabled by geforce app or unplugged) when i try to launch SM2 emu.
Cab monitor, wells gardner 29" came with old xarcade cab. always worked before.

Ive
-re-installed from scratch many times
-copied working "emulator.ini" from laptop into my cab
-added d3d9.dll, d3dx9_42.dll, d3dx9_43.dll
(all of them at once, one at a time and indiviually)
 in the SM2 root folder-checked that the exe is not quarentined by win defender or norton.

Ive updated,
-directx and older
-ms c++ runtimes (all the way back to 2004
-my graphic card drivers geforce gtx 900 series
-motherboard drivers

Im sure im just missing somthing stupid.
Used to have hair like brad pitt now it looks like yodas'.

Any other ideas?
