GT LIVE standup to MAME

I have an old GT LIVE standup arcade cabinet that I am trying to use with a W10 computer for MAME.

It is a NEO TECH Digital Monitor with VGA in.

For some reason, no matter what video card I put in the computer, I can NOT get anything but the Dell boot up screen to show up on the monitor.  After that I just keep getting the "FREQ OUT OF RANGE" on there.  I am currently using an NVIDIA GeForce GTX 750 Ti, but like I mentioned earlier, I have used older cards going back to 2007/8 and others with no luck.

The only time I can get the video to come through on the arcade monitor without a problem is when I have a second monitor plugged to the video card via HDMI through an AverMedia Live Gamer Portable.  I just happen to have the LGP set up and plugged in for streaming and oddly, it's been the only way to get everything to come through the NEO TECH.

I am currently set at 800x600 at 60hz through NVIDIA display settings.

I also want to add that when I plug a second monitor in to HDMI, even just straight to an HDTV, I am able to get a signal on the Neo monitor.  It's set to 800x600 at 60hz refresh rate, but the moment I unplug the HDMI and DVI (to VGA) cable is the only thing that is plugged in the card, it instantly gives me the freq out of range error again.

Is it a 4:3 CRT monitor?

If so, it's likely a Medium Resolution monitor.  You're going to need CRT_EMudriver and a compatible card to display anything on that machine, and even then, Medium Res monitors have weird input ranges.

Can you get any info off the monitor or the chassis board?  Brand?  Chassis No / Model Number, etc.
