Odd, I have no tearing at all (windows 10).
What OS are you running ?
You can try to change the renderer setting to SDL, it 's located in data folder under mugen.cfg
Only changes I've done so far :

You should be able to remove tearing (hopefully) messing here

I'm in W7x64, i have tried all parametres :banghead:
I think with windowed mode no suffer tearing at all, i will try workaround with fullscreen borderless.

Yeah I feel you man.
When I was on W7, there was no way to remove tearing from all mugen and openbor stuff. And from some doujins as well.
It's all solved now with Win10, maybe something related with desktop composition (always active in win10).
You could try to reenable it just to see if it fixes the issue (in case it's been disabled).
EDIT : Or you could change your OS. I won't ever go back to W7, W10 LTSC is faster and can be hidden easily without any dirty hack.
