ArcadeVGA 5000, Jpac, CRT, Windows 7 - Wacked out looking video

Arcade Legends cabinet
JPAC
ArcadeVGA 5000
Windows 7 64
27” CRT and 19” LCD

 I have been trying to get my arcade cabinet and monitor to work correctly for a couple of years now. I have always suspected that there is something wrong with my video card but I have occasionally gotten it to work. During periods that the system is working correctly, I’m careful not to upset anything. When I’ve gotten themonitor working correctly, most games worked flawlessly, other than times when I had issues switching resolutions in Windows 7(common problem surely).

The issue that I’m experiencing is not with MAME, or switching resolutions, or anything like that.  I just need to get the card and monitor working together correctly under Windows 7. The problem with my display is that the signal sent to the CRT monitor seems to be at the wrong refresh rate, even on the Windows desktop.  I have to use the additional 19” LCD monitor to view windows and change resolution during times that I’m having issues with the display on my CRT.  I’m unable to view the picture on the CRT monitor because it has a scrambled look. You can tell that Windows is being displayed but not correctly.

To replicate my issue I can do the following;
If I remove any ATI drivers from the system, I can boot up, see the bios screen, Windows splash screen, and then boot into Windows with a viewable display on both the CRT and the LCD monitors. Everything looks fine. I have noticed that Quickres is always displayed in the taskbar. Even after removing the ATI  drivers and configuration, I still have the Galaga icon. I’m only able to change the resolution between 640x480 and 800x600 though.  I’d like to mention that if I change  from the default 640x480 to 800x600,the display on the CRT is then scrambled looking. If I change back to 640x480 the I image is viewable again.(

Anyway, I can install the ArcadeVGA 5000 drivers successfully (although it is very difficult because you cannot see the bottom of the installation menu).After rebooting, I can be askedwhich type of monitorthat I have. I select 15khz  standard monitor and proceed. Afterwards,  The screen on the CRT will  get all scrambled looking but the display on the LCD looks fine. I actually cannot see the Galaga icon anymore, but if I click in the blank area In the taskbar,the list of Quickres resolutions does appear. I’m able to choose from all of the resolutions, but nothing will regain control of the CRT.

 I believe that after installing theArcadeVGA 5000 drivers that I should be able to get a goodpicture on both monitors. I’ve tried unplugging one or the other, reinstalling drivers  with  only the  CRT connected, all sorts of stuff but I end up at the same place every time.

 So basically, I have a scrambled looking picture on my CRT monitor when using the ArcadeVGA driver.  I don’t think that the card is switching resolutions correctly, But what do I know?

I don't know what I'm missing here. I don't know why the display of the CRT messes up after installing the drivers for the video card. It seems like once the video card is told what to do, it doesn't do it correctly for some reason?
