Help needed: What FE should I use?

I've already read a lot of topics here, but the more I read the more i get confused.

I am currently setting up a system with Win98SE, what i found out is the best operating system for mame emulation. Its a clean version that shouldn't run anything else then emulated arcade games (maybe some snes and genesis emus).

What Frontend is the best for my requirements? I will buy an X-Arcade-Joystick the next days, the FE should work with this. I want to use mame, the u64 and other emulators.

Another question is what version of mame do i have to use with the frontend you recommend? I currently use Mame32 0.78.
