Monitors Color RGB transistors and resistors

Does all Arcade monitors have these RGB resistors and transistors?
The Red channel has a resistor and a transistor that gets connected to the monitor display
The Green channel has a resistor and a transistor that gets connected to the monitor display
The Blue channel has a resistor and a transistor that gets connected to the monitor display
They call this circuit a discrete ADC convert , but what is the resistor and transistor called in the arcade tech world?

I'm not sure if these transistors are called the video output buffers
But I see a lot of times are trim pots that are RED cutoff, Blue cutoff, Green Cutoff
Are theses adjusting the Colors amplitudes or cutting off what?

the to220's are video output's
the "cut off controls" are self explantory >cut-off<
ie the gun r/g/b which ever u want to "cut-off"
it is a sub set of gain control's for the tube gun in question or gun's which ever
