Pure Flat Tv Overscan / Wells Gardner Resolution

Hey guys I have a geforce 3 with tv out, now I also have a 24 inch Apex Flat Front Screen tv, The tv out on my tv looks good it just is overscanned, I tried different drivers for the tv out and some are a little better than otehr but none are perfect! Is there an easy solution for this? I have tried many programs like tv tool.... etc. None shrink the size of a tv image, just slide to the sides (same with the nvidia drivers: they just offer an option to slide the screen image side to side ) Any help is appreciated I already checked the forum and I don't see any useful help on this.

Also If i cant get the overscan to work I might buy a 27" wells garner monitor. My question is what is the difference between a 640 x 480 standard arcade monitor and my tv's 800x600 tv out image? I thought the image looked pretty damn good with s-video. Now, if I use the stretch to full screen option on the monitor will it look just as good as a full screen 800x600 tv image or what? I'm saying can I see a diffreence between fullscreen 640x480 vs full screen 800x600 at 27" in terms of arcade roms?

I can't help you with the overscan problem, but here's a link to Oscar's site, where he has taken pictures of different monitors.  He's got a picture of a GeForce4 TV-out to S-Video, and also a shot of a pc connected to an arcade monitor:
