It looks like this monitor has vert collapse, maybe more. Heres a vid

I Have the chassis out now so can try anything.

I checked IC403 r312 and r314 they seem fine, IC403 looks like a rom chip so i domt know how you test that

you should be checking 15v at r312
ic301 is vertical deflection processor
there is a safety resistor for 15v at r857 if your 15v is missing at r312
