I'd like to know if I can get an output of 15khz from this graphics card by modifying the values on the xorg.conf file

On some models, it's possible.  You can also use xrandr.  It doesn't work with all hardware, and there's tons of driver bugs to watch out for, but most of them have been fixed for a while.  You're more likely to get 240p working than 480i.
