MAKVISION 4827F1 stuck on disconnect when plugged in

I have a Makvision 4827F1 vga monitor that appears great and is working.  I think it is a 29inch monitor. It should be high res and able to take a 640x480 60hz input from my computer to its vga input.  No matter what, it still reads the disconnect screen saver on the display. 

I am running a Visiontek HD4350 though DVI to VGA output with dongle but have tried other settings also.  Any ideas?  The internet is blank when searching for the 4827F1 monitor.

So from researching, this monitor is only high res, no 15khz or anything.  It seems that there are people that have got it working with arcadevga3000 but had to use a vga/dvi adaptor on it.  There has to be some sort of setting I can use on my hd 4350!
