MAME.exe - Dual Monitor Options?

Hello all,
 
I have a dual LCD setup and in MAMEui32.exe I can easily set each ROM to either have 1 LCD or use 2 LCDs.  Then I can specify which screen goes where.
 But when I moved to MAME.exe v143 I only have that terrible searchable ROM list and I cannot figure out how in the world to configure the 2nd LCD. 
Does anyone have the CMD line commands I need for this and maybe how to even do it or is it not possible with mame.exe
