CPU requirements to run 3D games on Mame

Hey guys,
I think I posted this on the wrong thread... Newbie mistake lol
Want get a pc that can basically run 3D mame games, but somehow not spend a fortune!!
Have a buddy that works at a used pc shop so he asked me to give him the specs for him to build it.

I have a i5 laptop that runs perfect 3D games but that cost me around $400, would like to cut that in half or less if possible...

Please help me out!!!

Also games like mortal kombat 1 are choppy, any ideas on how to fix it, I read somewhere that using a video card that has s-video works well... I know I know I got a bunch of questions... Just love mame, brings back the old school!!!

I'm building a custom cabinet with brawl stick, I'll post pics when I'm done.. Excited!!!
