mamewah as shell in win98

So I installed mamewah into program files\mamewah then changed the shell in system.ini to c:\program files\mamewah\mamewah.exe and it seems to be choking on this i.e. crashing--Can someone tell me what ridiculously simple thing I need to do to run mamewah as a win98 shell?
