Wave/Ripple on screen, only with movement??!!

OK Guys, what do you make of this?

I have a MAME PC Setup.

My monitor has a wave/ripple in it, but ONLY when there is movement on the screen....

For example, games in MAME produce a wave/ripple. Video snapshot playing in Mala produces a wave/ripple. If I scroll to a game in Mala that does not have a video, there is no Wave/Ripple.

Here is what I have checked:

• B+ is at 108 exactly.
• New filter cap is installed
• Deluxe Bob Roberts Cap Kit is installed
• I'm pretty sure everything is grounded up correctly.
• The power cable has a ground prong

It only happening with movement on screen just has me stumped!!

Any ideas??

screen tearing?  The refresh rate of your monitor does not match the game.  That is my guess

But it's doing this in Mala, which is just a windows program.
