I stumbled upon this yesterday and haven't heard it mentioned here before...

http://pacifi3d.retrogames.com/

It replaces the 2d sprites with 3d and allows you to change the perspective. No way to launch fullscreen as far as i could tell...

a little ahk script fixes that though

Sleep, 3000
Send {F11}

Then use a bat file

Start Pacifi3d.exe
Start Script.exe

It's been around for awhile (http://forum.arcadecontrols.com/index.php?topic=30312.0).  Definitely a neat little twist on a pac-emu. :)
