I was messing around with my T-Stick plus yesterday and I came to realize that you could convert it to diagonal mode just by flipping over the four microswitches.
The joystick is mounted to the control panel just as it normally would for your standard 4-way and 8-way games. The only difference is that the microswitches are flipped over and mounted in the opposite direction. For diagonal mode you just leave the restrictor in 8-way mode.
Now you can play Q-Bert and Congo Bongo properly without too much hassle.

OK, I admit I don't have a T stick plus, but I'm not following how this would help. All you would be doing is reversing the direction of the actuators. Maybe I'm totally missing something, but how does that change the joystick from 4-way/8-way to 4-way/diagonal?

It actually rotates the switches 45 degrees out from where they normally are.

Or you could map the keys for those games so the diagnols are hit every time. Worked great for me...

Many people prefer the feel of a true diagonal stick however.
