This fell out of a box, no instructions or plug, manual...
I don't have any plug, but 4 wires, black and white, 2ft twisted in pairs-How do I wire? Some old posts, nadda-

That doesn't look like the USB version of the Tornado. I have one, and its got a chip etc.
You can plug that into an Arduino Nano, teensy, Micro or some such micro controller, which accepts all manner of inputs and outputs to USB. In the case of a spinner, you'd be making a single axis mouse.

In that diagram, the four connections on the 'rotary encoder' are what you've got there (VCC, GRN, A, B).

Yes. That encoder will work.
Pinout info from the Ultimarc SpinTrak page (https://www.ultimarc.com/trackballs-and-spinners/spinners/spintrak/):
Connection to Opti-PAC
For Opti-PAC connection, the 4-pin connector fitted to the device must be cut off and the wires stripped back. They are connected as follows:
Brown +5Volts
Yellow X1
Green X2
White GND
Connecting Mouse Buttons
Mouse buttons are connected to 3 pins on the header as shown in the picture below.
The COM connection of both switches should be connected to COM and the normally-open connection of each switch to the LEFT or RIGHT pin.

The bad news is that the pins are in a different order.
The good news is that it's easy to pull the pins out of the Dupont housing to change them around.
- If you have a 1x4 Dupont housing, you might want to use it.
- You may also want to flag both ends of the 5v line so you don't install the cable backward.
