Nothing special that I can see.  Looks like it should be easy to use.

he said he was putting in 2 gigs of rom and 2000 gig harddrive , instead of my 500 mb rom and 500 gig harddrive i was going to use , seems like way over kill

For MAME games in the 90's you're going to want at least 1gb of ram.  The hard drive sounds huge but if you start adding other emulators, with all the artwork and video clips for a front-end, your hard drive space disappears rapidly.

Its hard to find a new HDD thats less than 200gb. Plus, if he decides to add more emulators down the road, he'll need the extra space. Ram is cheap.....2g is nothing anymore. The hardest part is gonna be interfacing the PC to the arcade monitor. Do some reading up on Soft 15kHz and video resolutions. There's quite a bit involved in setting up a MAME cabinet.

thats the only cool thing about usblinx , it has pc  to  arcade monitor converter and built in speaker amp unlike the jpac . the ultracade already is running a mama style pc
