JPAC Not Detecting Keyboard? HELP!

I'm running soft15khz on a GeForce FX5500, Pentium 3, 1 Gig RAM, and running into a Japanese candy cab (Hitachi multisync monitor).

On boot-up with just the keyboard port running to JPAC, I get a message of 'keyboard failure', F1 to continue, F2 setup.  I unplug & reconnect the keyboard, F1 launches into windows.  Then, I disconnect keyboard, reconnect connector to JPAC, all 3 LEDs are now lit, BUT the cab controls dont work, but the joystick from windows does in MAME.  I also get 'beeps' when using the mouse, it obviously doesnt like it.

What could be going on?

Do I need to uninstall joystick support in Windows?  Or simply unplug joys before booting?  Or maybe disable joy support in MAME?  Ideally, I'd like to use BOTH cab controls & windows joy on the cab (hard to explain)

Maybe a BIOS setting?

Any help greatly appreciated!
