Here is a picture using Mame32 and soft15 - Gyruss @ 352x256 - and with the sync wire on V.

Paladin:
I'm guessing your keypresses aren't working because you don't have a ground wire going to the encoder.  At least that's what it looks like in the picture.

Ummon:
Funny you say that, heh. I thought this was the case and am waiting an answer in 'Main' because I don't know what ground(s) to use.
