hey is there a way I could set up a bill acceptor to a computer. like a dolllar would be 5 minutes, etc.

Not with just a bill acceptor. You need a "coin timer box" like on a kiddie ride. Check out
www.vendapin.com
and their line of standalone bill/coin timer boxes.
All a bill acceptor does is process and verify the bill, then output a pulse from a relay or a small transistor to an external controller of some kind.
