Ghoul:
Basically you need 256 ddr/rdram and a processor in the 1ghz+ to run games and maybe some things in the background like filesharing programs without slowdown.

Unless you are going to be playing 3d games on your comp mame barely uses the video card, so any crappy old video card will work and doesn't affect performance very much.
