AGP Fastwrite - Effect on MAME32 performance?

I just noticed this on the Mame32QA site, in his benchmarking section:
"The presence of AGP Fastwrites continues to be a major speed factor, if you don't have it or your video card doesn't support it, speed dips quite a bit."

I wasn't aware of this before, or how much it affects MAME performance.  Anyone know anything more about this?  And does anyone have any recommendations for which cheap video cards and motherboards support this?
