Is it possible to get a Happs 45 Cal. Recoil Gun to work on my dreacast which is hooked up to a tv? I relize theres probably some modifying...

In short, No.  If your goal is to have a dreamcast lightgun with recoil, I believe there is an import one that does that (check ebay).  Otherwise, moding an existing DC lightgun for recoil would be easier than modding a happs for DC use.

BTW: most recoil guns require 12v (which you can't get via the dreamcast.)...so you will need an external power supply as well.

Basically, what would l have to do if l wanted to use the Happs gun with my Dreamcast/playstation??

You know how the Time crisis guns recoil?? Basically l want a gun that has that same recoil.

Would the Happs gun work with just any TV???

I can't help you with the technical aspect of this project, but I must ask:
IS all this worth it for the DC when there are only 4 shooters available for the entire system, one of which is awful (Crimson Ox) and the other is Virtua Cop 2 which is "ancient history".

http://www.coinopexpress.com/ has adapters for using arcade lightguns on a Dreamcast (as well as arcade wheels to DC, and DC to Jamma adapters). You'll have to talk to a salesman to get more info on them, and don't expect it to be less than $50 (much likely more) for the adapter.  Since you're willing to buy the expensive Happ gun, I don't think this will be a problem for you. I think they also have PSX to Jamma adapters, so maybe they have arcade guns to PSX adapters as well.

As far as lightgun games, House of the Dead 2 is pretty much the best commercial lightgun game out of the few the DC has. However, the Dreamcast homebrew scene is just starting to tap the potential of the gun. There is DreamSNES (SNES/SFC emulator) that supports the gun as a SuperScope (problem is most of those games are slow with sound), and a version of MAME that supports the lightgun (only a handfull of games right now, and no sound).  More info on http://www.dcemulation.com (note: that site has some pop-up ads, so start your pop-up blocker when you go there).
