Does this constitute a computer?

This is for my mame machine so obviously it has enough horsepower for what I want it to do but I need to make sure all the parts will work together and be compatible and startup etc..
Anyway, I am pretty confident this setup would suit my needs but before I purchase all the parts on this shopping list, I need to know whether or not that all parts combined would constitute a computer. Anotherwards, if I got all these parts, could I relatively easily build it up into a computer, start it up, load windows and it would work fine? Will everything be compatible? Also please let me know what else I would need, like extra cords/cables (I know I need an s-video cable to hook to a TV)

First, none of your links work. NewEgg's link structure is a bit screwy.
A few points:
1) you're buying a SATA hard drive and your Motherboard doesn't have any SATA ports. That will not work at all. Make sure your hdd is a IDE version, otherwise, you'll have no hard drive.
2) I am very picky about power supplies, so I would say get something other than the no-name they throw in with the case. That being said though, 300w is fine for your components. I've just had PSUs kill systems before, so I don't risk anything in that department anymore.
3) your motherboard choice is a bit iffy. PCChips is also a very unknown company with very little reputation. I'm saying this again cuz I usually don't skimp in this area, but it could turn out to be a decent board.
When I build a system, I make sure I get top name, quality PSUs and motherboards. I go for cost vs performance for everything else at the time. If I were you, I'd spend an extra 20 bux or so and get a mobo from Abit, Asus, DFI, etc. Anything with the Nforce 2 chipset would do good for you.
Again though, 2 and 3 are personal preference. I wouldn't buy them, but they may very well work out fine for you. Just be SURE to change that hard drive. That isn't my opinion, it just won't work with your motherboard.

PC Chips and it's various aliases are very well known... But not in a good way! Unless you are completely desperate (and maybe even if you are) avoid them at all costs!
