So if I'm understanding you correctly there aren't limit switches but rather physical stops to keep the wheel from going wack-a-do? That is really odd as the earlier sega racers had limit switches in addition to the physical stops.... mame has them hacked and I de-hacked and hooked them up as inputs when I used to work on outrun in mame is the only reason I know.

While I am at it the attract mode on this game is pretty cool.

It spans all 4 screens.

It's very interesting. My guess would be they finally figured out that the limit switches could be omitted and they could just go by the pot value.... the only problem with that is if the pot is out of alignment it clanks into the stops.
