J-Pac USB - No HID or USB device (dead?)

Hi all, I'm pretty new to all this and struggling a bit, hoping someone can help. I'm pretty handy with PCs and OK at basic electronics so hopefully should be able to follow any advice you have!

I've got a J-Pac USB (no PS/2 ports) but I can't seem to get it to do anything.

When I connect a USB cable to the PC, nothing happens - I get no new keyboard/USB devices in device manager, and WinIPAC2 says there's no board connected. (The self-test LED lights up immediately and stays lit - no flashes or anything like that.)

I know the USB cable and ports are good because I've tested them with an external hard drive.

Am I making a super-n00b mistake, or is there something wrong with the board?

Sounds like the keyboard encoder is dead. I've fried a couple myself through silly errors. The video amp still works, but not much use without controls.
