Rowe TI-1 sound

I am getting more volume out of the right speaker than the left. When I try to adjust the balance on the preamp, I am always getting sound out of the right speaker even if I have the balance set all the way to the left. Not to confuse the issue, but even when I unplug the right speaker, I will get sound out of the right tweeter. Any suggestions of where to start? Thanks.
