Electrohome G05801 ground strap

I just picked up a 1979 Atari Asteroids arcade. Other than a couple of on-location operator fixes, it looks to be completely original. I'm planning on doing a cap kit to fix it up a bit.

But I noticed that the ground strap is disconnected and someone exposed a point in the gray wire on the neck hardness.  Should I try to find some springs and reconnect that strap to the tube... or is there some sneaky reason they disconnected it?

My guess is someone robbed the parts for another monitor, or put a used tube in there and did a quick fix for ground. The way it is is not right, the chassis is grounded but the tube itself not so much...You can probibally just grab what you need from a comparable television.
