Are you testing in Windows controller settings?
That is where you should start.  Less layers of possible problems.

Did you calibrate in windows controller settings?

I still haven't fully hooked mine up beyond doing some testing to see how everything works.
IIRC, the voltage and ground were specific to each pot.  You could not use the voltage or ground from one with the other pot.
