Get a i7 16gb memory, and a still 8xxx card.

Your suggestion is totally inadequate.

I assume that's a joke.
but memory is fairly cheap so maybe 8g of memory would be a better bet than 4

Quite serious.  With the current size of bloat in Mame you will need an i7,16gb and a 8xxx card eventually to play friggin DK.  Prices are cheap at the moment, but all we need is a tropical storm or Chinese terror tactic to drive up the price of components.  Hard drives seem to be coming down, don't you agree?  Remember that flooding problem?  Heck I'm buying at least 32gb for my lab.  :o

Come on, plenty of people here are running mame
Machines without i7s and 16g of ram.
What version mame are you even running.

I know the main issues are when trying to run later 3d games

Mame can be run on a much older PC than that. It just depends in what games you want to run. Obviously the high end games will require a better CPU bir RAM really isn't an issue. I'm running an i5 8 gb of RAM and I can run all the games just fine. I also have a mediocre graphics card so I can us PC games.

I don't think you need to go that far, no.

The CPU chosen (a 3.3ghz i3) is a good choice for MAME, and will handle the majority of things fine.  It's a dual core, but very few drivers need a quad core (mostly higher end 3d ones that struggle anyway)  Single core performance with an i3 @ 3.3ghz is up there with the best of them at the moment, for 99% of MAME that's the most important factor.  In terms of raw CPU speed it's a *massive* improvement on your P4.   Things like Namco System 22 (Propcycle etc.) could benefit from an i5 instead due to the extra cores.  If you're going with this chipset and an i3 then you might want to consider a little extra for the 3250 which is a 3.5ghz part.

You're likely going to want to run Windows 7 64-bit on that, so I'd agree 4gb of RAM is a bit low, although you'd get away with it, I have a machine with 4gb and often forget it has less RAM than my main system.

Video card is going to be important if you want to use HLSL or other emulators like Demul that depend heavily on it.   That could easily blow a hole in your budget.  I would NOT recommend integrated Intel video chipset solutions etc. for MAME, people have had all sorts of issues with terrible drivers, although I think modern ones might be a bit better.

It looks to be a decent 'budget spec' MAME machine, and shows you can pick up good hardware for 99% of what a current version emulates without blowing the bank, if you do want to run Demul and the like you might want to consider something better tho.

I think the first hurdle is picking the platform.

Now that you have done that, budget for a decent MOBO.  Everything else can be upgraded after time.  Start with 4GB of ram then upgrade later.  Computer slower than you'd like?  Swap out for SSD or new cpu.
