My alienware laptop that can run Ridge Racer at full speed in MAME chokes on this something fierce. I have dynarec on and all the video options disabled, but Crazy Taxi is in stop-motion animation and the sound is choppy.
I have dynarec on and all video options disabled. All eight threads are 80-90%.
SegaOutrun, what CPU do you have again?
Edit: switched to the DX10 plugin and it's better, but still not as good as the old version as far as performance on my system.

Ok, after about 45 minutes of finding bioses, configuring the emulator, reading tutorials... basically figuring out HOW to make DEMUL work (lol), I got Crazy Taxi up and running. This was on my Core i5 3.4 ghz, 8GB RAM, Windows 8, GTX 460 GPU box.
The game constantly stutters. It'll be smooth, then "stop". Performance monitor showed it wasn't memory, cpu, or disk issues. I think its sound emulation.
I had it in DX11 mode.
Its the same problem I have with PS2 emulators - when they get "choppy" or "stutter" - its usually sound emulation related.
I only tried the Dreamcast version of Crazy Taxi. I guess I could track down the Naomi version too.
(NullDC won't even load on Windows 8... instantly crashes. so at least DEMUL is ahead in that department)

i think your issue is something else because my computer is slower than yours. im running an phenom x6 1100t and gforce 550ti card.
im playing with default setting except for the sound buffer, i set that to the max. honestly, i dont even know what that does, i just assumed bigger was better. Ill get a hiccup once in a while, but thats it. Sound is even nice, near perfect. SERIOUSLY, turns out it was my screen capture app that was making the sound choppy. I played today without the screen recorder app in full screen 720p and the audio was great.
here's a phone recording as proof. sorry i didnt have mount so i just used a cup i had on the desk. Crazy taxi is at the 2:30 mark

There almost has to be something quirky in my system throwing a wrench into the works.
Unfortunately I won't be able to tinker with it again until the weekend.
I have a feeling that it's going to run fine on my lesser powered Vista system.

I wonder if the graphics card is playing a vital role, I will try it on my sons PC, he has a way better GFX card than me but the CPU's are about on par, hopefully i will check it out later.
