i know this topic is old, but i thought i'd chime in anyway...
i just got back from value village with the exact same wheel for 12 bucks!
i also have a cheap chinese ps to usb converter and it worked fine for me.
i followed the path mentioned by howard_casto and i checked in windows that
it worked. it does.
however...
you need to know the wheel has 2 modes. analog and digital. so when it's in the default
on mode, the light is green and the mode is digital and yellow is analog.
so when in the green light mode, you need to crank the wheel all the way to make it set
your joystick too the left or right. in yellow mode, a little turn makes it go a little bit.
this is what i used for MAME.
as well, that wheel has settings you can do to change the sensitivity. all is revealed here:

pedal, wheel and one flipper to shift gears. it worked well, but the only issue was once
i made a big turn, i had to hold the wheel in that position until i needed to turn the other
way. that was a bit awkward, but not too bad and way better than keys, mouse, stick or
whatever. and i am sure there is a fix for it somewhere in either the wheel settings or
the analog settings in the game.
next up to try is SPY HUNTER.
