back in the day we'd do a 7 button layout that was typically:

 456
 123
7

or:

 123
 456
7

With modern fighters often using 8 buttons, the layout if and only if you intend to install modern fighters is usually:

4568
1237

or:

1237
4568

All of this is moot though, because regardless of the layout you use, be prepared to use ctrlr files in mame to reconfigure for games and here's why:

6 button fighters have punches on the top row and kicks on the bottom, with the layout being:

123
456.

Generic games with less than 4 buttons are setup like this:

Neogeo 4 button fighters use a single row of 4 while most other 4 button fighters use two rows of 2.  Generic 4 button games also use either a row of 4 or two rows of two.

My point is you'll have to reconfigure some stuff.  Also how it's setup depends upon your preference for when only a single row is used.  Many people prefer to have the top row used... myself I can't stand that and have to use the bottom row.

Neo Geo has 4 buttons, Capcom games like SF2 use 6 and the Original MK’s 5.

So why 8??

Acceptable for Steam or modern console fighters IMO.
I did 7, but on a newer steam fighter it required mapping 8 action buttons to exit the remap screen.  I had to open the control panel and jumper some contacts to get through it.

The default mapping for MAME assumes you have 6 buttons like so:

So do it like this and you'll have a lot less remapping to do in MAME:
1237
4568

Stick to this and the only games you'll have to remap are the Midway fighters (Mortal Kombat series, War Gods, Mace)
I also ended up using #7 as a dedicated "Tag" button on all games with a tag team feature.

The Neo Geo games end up using the first three in the top row, then #4 in the second row for the last (D) button.
I have a neo geo themed cab which has the "Neo-Geo 4-in-a-row" up top, but found that I prefer hitting the D button with my thumb rather than use my pinky or reach over.
I ended up mapping the D button to both so either can be used.
