I tried going the cheap route as I was not that concerned about my video looking "too good" by using a normal 19" PC monitor in my MAME cocktail table. I bought a used monitor on Ebay and when I lied it on its back, the sides of the picture distort their color. Is there any way to fix this or am I hosed?

firstly, welcome aboard the HMS BYOAC...
right, try this;
put the monitor the right way up again, make sure everything is normal.
then turn it off (and unplug) lay it on it's back and leave it for a while (15 mins should do it).
turn it back on and see if it still happens...
i had a monitor that did this, but it just needed that 15 minutes to adjust
:P

Once its in place, AND your cocktail is setting in it's final position, activate the "DEGAUSS" circuit (should have a button or on on screen icon that looks like a magnet with at "not" circle+diagonal line in it).
As you tilt the monitor in the case and twist the cabinet around, you change the orientation with the earth magnetic poles.
If this doesn't help, then you may have one or more metal pieces (mounts for the monitor, screws, bolts, etc.. )that have been magentized by tools or other things. You will need to demagnetize them.

If it STILL won't come out. Then do this. Turn it off, lay it on its back and leave it there for like a week. That worked for me when I was trying to get a TV monitor to work correctly on its back.

Thanks! Laying the monitor on its back for a while while it is unplugged seems to have worked. :D
