Title: Why does it chirp?

I read somewhere here that a bad cap(s) in the power section can cause a chirping sound when the monitor is powered up. Is it the cap chirping?

it chirps because its trying to start up but can't,caps can cause it but so can many other things.i prefer to call it "in trip"

many switch mode power supplies will briefly chirp on initial power up .
if the supply exhibits excess noise ( hiss/chirps) during changes in load , there may be weak 'lytics.
still best to measure Dc voltages and for presence of AC ripple ( pulses )

a squealing smps has a strong likelihood of a heavy load (short) on a secondary .....

It's a constant chirp. The monitor won't display.

check the secondaries for a high load. it may not be a dead short , but enough to keep supply from starting .

in tv's , a  faulty vert output ic is a common culprit.....
